If you want to achieve your dating goal, you have to have perseverance. Of course, you also have to be willing to support a woman... because how should she pay for a flight to Germany or private German lessons with her Ukraine income? You just have to be ready for that. As for me, I'm learning Russian at the continuing education since one year because I want to understand at least a little.
